FCT UBEB, Stable Shields Solutions Advance Digital Transformation in Basic Education

The Federal Capital Territory Universal Basic Education Board (FCT-UBEB), in partnership with Stable Shields Solutions—pioneers of grassroots digital innovation—has held its 2nd Annual Basic Education Enhancement Conference, aimed at accelerating the adoption of data-driven technologies across primary schools in the FCT. The event, themed “New Data-Driven Digital Ecosystem for Basic Education Administration,” took place at Savannah Suite, Area 3, Garki, Abuja.

In his opening address, the Acting Executive Chairman of the Board, Dr. Alhassan Sule, reaffirmed his commitment to educational innovation. He emphasized the critical need to digitalize school operations to improve system efficiency and learning outcomes. Drawing from personal observations abroad, he noted that digital tools can effectively track learners and enhance administrative transparency.

Delivering the keynote presentation, the Managing Director of Stable Shields Solutions, Mr. Emmanuel E. N., explained that earlier engagements with the Board were delayed by the primary school strike and structural disruptions. He expressed satisfaction at the resumption of academic activities and briefed the management on progress made in the Basic Education Enhancement Programme.

Mr. Emmanuel unveiled several cutting-edge features of the platform, including:

Electronic transfer of learners

Digital attendance system

E-results management

Electronic monitoring and evaluation

Electronic staff-to-learner ratio tracking

E-lesson plans

Digital ID cards for all learners

Digital inventory and transfer system among others.

He highlighted the security-enhanced Digital ID, generated automatically with an embedded QR code, noting that school-specific security features will eliminate result forgery. He announced that the system rollout has begun and urged non-compliant schools to engage immediately. Every school, he added, will receive a website with controlled access for parents and teachers.

Reiterating the organisation’s commitment to grassroots educational reform, he disclosed that Stable Shields Solutions is running the system at no cost to schools, supplying tablets to fast-track digital adoption. The platform, he said, is already functioning seamlessly in Kwara State, where it is used to manage daily school operations. He encouraged the Board to support full migration to the new system and proposed a review of N100 termly technological fee to N200, for each learner, stressing that the focus remains on building a sustainable, technology-driven foundation for primary education without imposing undue financial burden.

During the interactive session, the Director of Planning, Research and Statistics, Malam Cimbo Leda, sought clarification on whether Stable Shields Solutions would retain long-term stewardship of the project. He also demanded an updated compliance report to enable the Board enforce full participation across schools. mThe Director of Science, Technology and Innovation, Mrs. Florence Wenegieme, commended the initiative but raised concerns about achieving 100% compliance in schools lacking electricity. Responding, the MD explained that the system operates both online and offline, assuring that existing challenges will diminish as adoption expands, much like the now-successful JAMB CBT model.  He further announced plans for specialized sessions with relevant departments to strengthen implementation.

Contributing, the FCT PTA Chairman, Mr. Abubakar Usman, underscored the importance of regular feedback between the developer and the PRS Department to enhance trust and smoothen operations. In his closing remarks, the Acting Chairman, Dr. Sule, appreciated Stable Shields Solutions for their commitment and directed the MD to formally engage the PTA ahead of its Congress. He emphasized that compliance must be pursued with a sense of order and collaboration.  Dr. Sule affirmed that education remains the bedrock of national security, noting that President Bola Ahmed Tinubu’s administration prioritizes reducing out-of-school children, while the FCT Minister continues to upgrade school infrastructure. He reiterated that integrating digital technology aligns perfectly with the new national curriculum and the Board’s mandate to deliver quality education.


The conference ended with a renewed commitment from all stakeholders to drive a unified transition toward a robust digital ecosystem for basic education in the FCT.
